Lower tier BBs are almost entirely covered in armor with little superstructure, which is what the torps and fire are good for. So I would not waste 4pts for IFHE and go for fires and learning where to shoot cruisers for damage. T2/3/4/5 and some T6 cruisers and BBs tend to have quite a lot of thick hull plating and armor that you cannot penetrate, even if you had IFHE on your 4" gun.
